AB The Combating Online Infringement and Counterfeits Act (COICA) would force operators of domain name servers and Internet service providers to block domain names deemed "dedicated to infringing activities," thereby harnessing remote technical connections to censor online content. These DNS-based mechanisms for censoring access to Internet sites could squelch free expression and weaken the Internet infrastructure without substantially reducing infringement and counterfeiting.
